	Delete all material and insert:                                               
""An Act repealing a restriction on the use of youth residential              
services grants that prohibits use of the grants for capital assets;           
and providing for an effective date."                                         
                                                                               
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF                              
ALASKA:                                                                        
                                                                               
   * Section 1.  AS 47.40.041(c)(2) is repealed."                             
                                                                               
Renumber the following bill section accordingly.                               
                                                                               
                                                                               
Representative Brown moved and asked unanimous consent that                    
Amendment No. 1 be adopted. There being no objection, it was so
